The Central Government Government Procurement Center (abbreviated as the National Mining Center) announced on May 22 that according to the relevant provisions of the "Measures for the Administration of Government Procurement Information Announcement" (Ministry of Finance Decree No.19), this agency is now responsible for "national taxation." The network administration training platform of the General Administration of Administration of the People's Republic of China has been transformed and upgraded to public cloud rental projects (hereinafter referred to as the project, project number: GC-FG4170358).

According to the announcement of the National Mining Center, the cause of the incident was that the complainant (Aliyun) complained to the authorities that he was dissatisfied with the question raised by the National Mining Center regarding this project. The complaints were: Huawei Software was suspected of providing false materials to win the bid.

Lei Fengwang learned that the public cloud rental project for the transformation and upgrading of the training platform of the State Administration of Taxation Network Academy was opened on December 11, 2017. The bidding budget was 16.5 million, and Huawei won the project with RMB 10.5 million.

The National Mining Center's announcement shows that, on review, the existing evidence is insufficient to prove that Huawei Software has provided false materials to seek successful bids. There is no factual basis for the complaint. In summary, the decision made by this agency is as follows: According to Article 17(2) of the Measures for the Handling of Complaints by Government Procurement Suppliers (Ministry of Finance, Decree No. 20), the complaint lacks factual basis and rejects the complaint.

At the same time, the announcement also mentioned that some of the certificates provided in Huawei's bidding documents did not meet the requirements of the bidding documents. After deducting the corresponding scores, Huawei still ranked first and did not affect the winning results. ”

Although no Alibaba Cloud complaint failed to affect the final tender results, it also confirmed that some of the certificates provided by Huawei did not meet the requirements. This is indeed a mistake, but this part of the certificate should not involve the required rigid entry qualifications. Therefore, it does not affect the qualification of Huawei. The National Mining Center also said that after deducting the corresponding score, Huawei still ranked first and did not affect the winning result. ”
