Shen Hongyan said that since the reform and opening up 40 years ago, the central government has successively deployed and completed the major institutional reform tasks such as the adjustment of the post and telecommunications management system, the separation of postal and telecommunications, the separation of postal government and enterprises, and the improvement of postal supervision system reform at the provincial level. The Law has carried out three revisions and amendments in accordance with the needs of industry reform and development, promulgated and implemented the "Provisional Regulations on Express Delivery", continuously optimized the development environment of the industry, and greatly released the policy dividend, which stimulated the development momentum.
In 1980 and 1984, China Post successively opened international and domestic express delivery services, opening the first of its kind in mainland China. Since 1992, China's private express delivery companies have sprung up, and the express delivery industry has entered a stage of rapid development. The reform of the postal system, which was implemented in 2006 with the separation of government and enterprise as the core, eliminated the obstacles to the development of express systems in terms of institutional mechanisms. In 2009, the "People's Republic of China Postal Law" was revised and implemented. For the first time, the express delivery business was included in the adjustment scope, which clarified the legal status of the express delivery enterprise and greatly released the development vitality of the market entity.

In the past 40 years, China's postal infrastructure construction has made significant progress. The coverage density of the postal industry business outlets has been greatly enhanced, and the people's use of postal convenience has been significantly improved. The postal universal service network with the postal hub facilities as the core, the postal network as the basis, the transportation network and the information network as the basis, and the letter box and the village post station as the terminal has been formed, which has realized the “village and village establishments and villages”. Through postal mail, the total number of postal service local business places reached 54,000, and the direct mailing rate of the established villages exceeded 97%.
In 1978, the National Post and Telecommunications Bureau had only 49,600, and the total length of the postal road was 4,863,300 kilometers. After 40 years of investment and construction in the reform and opening up, the postal industry has basically formed a comprehensive utilization of various forms of transportation of aviation, railways and highways, connecting the modern postal network of urban and rural areas, covering the whole country and reaching the world. By the end of 2017, the total length of the national postal road was 9,384,700 kilometers, and the number of postal business outlets was 278,000, which was 1.9 times and 5.6 times respectively in 1978, with an average annual increase of 1.7% and 4.5% respectively.
In order to further promote the development of the express delivery industry, in 2014, the State Post Bureau launched the “Express Delivery to the Countryside” project. In just 4 years, township express outlets have grown from nothing to nothing. By the end of 2017, the coverage rate of townships and towns nationwide reached 87%, which basically met the demand for express service of 600 million rural people. In 2018, the coverage rate of township express delivery outlets nationwide has further increased, and now it has exceeded 90%.
Express delivery ranks first in the world, strongly boosting economic development
Over the past 40 years, the postal industry has been increasingly supporting advanced manufacturing, modern agriculture and cross-border online shopping. In 2017, express delivery directly supported the manufacturing output value of 237.5 billion yuan. The annual export volume of rural areas exceeded 10 billion pieces, driving agricultural products into cities and industrial products to the countryside more than 600 billion yuan. The annual retail sales of cross-border networks exceeded 100 billion yuan, supporting online retail sales of more than 5 trillion yuan, accounting for more than 15% of the retail sales of consumer goods.
The data shows that the total volume of express delivery business has surged from 1.53 million in 1988 to 40.56 billion in 2017, with an average annual growth rate of 42.0%. In 2017, the national express delivery business revenue was 495.71 billion yuan, a 16-fold increase over 2006. By the end of 2017, the country had built more than 1,000 express distribution centers, 210,000 express service outlets, and invested in more than 206,000 smart express boxes.
China's express delivery business surpassed the United States for the first time in 2014, ranking first in the world for four consecutive years and contributing more than 50% to world growth, becoming the power source and stabilizer for the world's postal industry. The express delivery industry contributes more than 30% to consumption growth, and its indirect contribution rate to economic growth exceeds 20%. “It has become a representative of the new economy and an important force for new economic development.” Shen Hongyan stressed.
