According to the analysis of the report, since 2018, the great potential of artificial intelligence (AI) for technological, industrial and social change has been more widely recognized in the world. The strategic layout of AI in various countries has been further upgraded. AI is moving from a few big countries to a new global layout. In 2018, 12 countries and regions have issued or strengthened their national AI strategic plans, and 11 countries are preparing to formulate their national AI strategies.
The analysis results of the Report show that the United States, China and the United Kingdom are outstanding in the development of artificial intelligence, and other countries have their own characteristics. American Artificial Intelligence Paper Citation Impact (FWCI), the number of PCT patents, the number of enterprises and the scale of financing rank first in the world, and the overall strength leads the world. Artificial intelligence papers in China rank the highest in the world, and the number of enterprises and financing scale rank the second in the world, but the quotation impact index (FWCI) is relatively backward. British Artificial Intelligence Papers rank third in terms of volume of publications, total citations, number of enterprises and scale of financing. It also has considerable strength in the field of global artificial intelligence. Although the number of papers and enterprises in Israel is small, the quotation impact index (FWCI) and the cooperation index of industry, University and research are outstanding. Japan and Korea also have some advantages in patent application.
According to the analysis of the report, from 2013 to 2018, a total of 305,000 papers were published in the field of global artificial intelligence, of which 74,000 were published in China and 52,000 in the United States. The cooperation of Artificial Intelligence Research Papers between China and the United States is the largest and the center of the global Artificial Intelligence Cooperation Network. The cooperation between China and the United States has a profound impact on the development of global Artificial Intelligence.
The report points out that the acceleration of AI industrialization in China over the past year is providing strong support for the transformation of new and old kinetic energy and the high-quality development of the national economy; the rich application scenarios in the field of social services provide conditions for accelerating AI technology landing and accelerating iteration. At the same time, the report also points out some problems in the development of AI in China. For example, the index reflecting the quality of scientific research, such as the influence of artificial intelligence citation, is still relatively backward. In addition, the number of enterprises such as common technology platforms and chip processors is relatively small, and the development of basic level areas is relatively weak.
According to the report, AI is being driven by academia to be driven by academia and industry together, which requires collaborative innovation between industry, University and research. However, from the data point of view, the proportion of AI school-enterprise cooperation papers in China still lags far behind that in the United States, Israel and other countries. AI academic research is still dominated by universities, and the degree of integration with enterprises is weak. The research results of universities and scientific research institutions are not closely integrated with the actual needs of enterprises, and the participation of enterprises in scientific research projects is low. The real market-oriented, industry-university-research collaborative research activities of artificial intelligence still need to be strengthened.
China is speeding up the development of artificial intelligence. Since the publication of the New Generation of Artificial Intelligence Development Plan in 2017, 19 provinces (municipalities directly under the Central Government and autonomous regions) have issued 26 specific policies on artificial intelligence, and put forward their respective development orientation and objectives. With the acceleration of the construction of AI disciplines and specialties, more than 30 colleges and universities in China have established AI colleges, and 75 colleges and universities have independently set up 89 secondary or interdisciplinary disciplines related to AI. Artificial intelligence has entered the new curriculum standard of high school, and the first high school textbook, Basic Artificial Intelligence (High School Edition), has been published. AI enterprises accelerate the growth of high-level AI talents by building joint laboratories, research institutes and research centers with research universities. A multi-level AI talent training system has gradually formed.
