Foreign media pointed out that although NASA admitted that the cost was over $1 billion, the actual situation was obviously worse. Because the organization shifted some planned SLS tasks to future projects, but did not reduce the cost of the SLS plan accordingly.
According to the baseline set by the Government Accountability Office (GAO), NASA's overexpenditure on SLS projects has exceeded $1.8 billion. But one of the most difficult things to understand is NASA's performance bonus to Boeing.
From 2014 to 2018, NASA generously allocated $271 million in incentive fees in view of the company's positive comments on the SLS rocket project.
These include the phased progress of Boeing's SLS project and the performance of Orion spacecraft contracts, but these plans are significantly behind expectations and cost overruns.
