Facebook is testing a new application to expand Internet access in developing countries. The app, called discover, provides users with free browsing data provided by multiple mobile partners. Facebook is conducting its first experiment in Peru, but plans are being made in a number of other countries in the future, including Thailand, the Philippines and Iraq.

Users will receive free data from their providers on a daily basis and will be notified when data is available. Discover only provides low bandwidth browsing, so users can load text on the site, but not video, audio or other data intensive elements. Users don't need a Facebook account to use discover. Facebook also claims that the app will not collect users' browsing history or store users' activities to lock in Facebook ads.

To access discover, Peruvian residents can visit 0.discoverapp.com on any mobile web browser, or download the Android version of discover. Discover's partners include bitel, Claro, entel and Movistar.
